This bill requires any private toll road company to notify all county clerks of their intended route, within three miles, and including a list of all proposed properties to be impacted.  Also allows local municipalities to levy a tax on any toll road running through their territory.  The simplicity and clarity of this bill is beautiful.  My one suggestion to the legislators is that a time limit be added to the bill.  After all, Ray Wells has been saying for twenty years that he'll tell us where the road is going to go but still hasn't; under this bill, he's still within his rights.
