HB05-1342
House Bill 05-1342 is a late bill introduced by Representative John "Jack" Pommer (Democrat, 11th District, Boulder) that would make a private toll road (a) identify investors, (b) limit its intended route to 3 miles wide, (c) begin work within a reasonable amount of time, (d) change the definition of a toll road. Unfortunately, that "change the definition of a toll road" includes both railroad and that wonderful phrase, "but not limited to." With such an open end, I suppose a toll road could include a WalMart, housing development, nuclear weapons plant, toxic waste dump, and brothel. Of course, I'm taking this to an extreme, but I test software for a living and something so vague is dangerous. HB05-1342 was been assigned to the House Transportation Committee and passed in an emergency session on Thursday, 28 April 2005 back to the full house. Fortunately, the language about railroads has been removed from the bill and they've limited services to only travel related services. So I guess that bit I kept including about brothels being allowed is now null and void. HB05-1342 passed its third reading in the house by a vote of 65-0. The bill was then introduced in the Senate and assigned to Transportation. The bill passed through the Senate Transportation Committee on 3 May 2005 and is on to the full Senate for its second reading. On 4 May it passed its second reading unanimously. Are you listening, Mr. Owens? On 5 May it passed its third reading unanimously. On 26 May it was sent to Governor Owens to sign, veto, or let go into law.
